Many New Yorkers are struggling to keep up with rising costs. Medical bills, caring for family members, or job loss can quickly put a family at risk of foreclosure. For many, one surprise expense can mean losing their home.


Our network of attorneys and housing counselors has helped over 150,000 New Yorkers avoid foreclosure, overwhelming debt, and theft of homes.

As affordability pressures continue to strain working-class communities, the need for our services remains urgent. Now more than ever, sustained support is essential to ensure New Yorkers can remain in their homes and build stable futures.

The Crisis

As housing costs rise and margins tighten, homeowners, especially in communities of color, face increased exposure to unfair loan terms, home-stealing scams, corporate speculation, and displacement from their neighborhoods. HOPP provides free legal services and housing counseling to help families navigate these threats. Without sustained funding, fewer homeowners will get help, and neighborhoods across New York will be less stable.

New York has consistently set the national standard for community stabilization and foreclosure prevention. Innovative and well-funded programs helped bring New York through the worst of the foreclosure crisis by providing homeowners with legal protections and access to a network of high-quality housing counselors and legal service providers, and by giving municipalities tools to address mortgage defaults and zombie properties.

As a result, tens of thousands of New York families preserved affordable housing for themselves and their tenants. With HOPP funding, New York strengthened neighborhoods and municipalities by bolstering property values and tax revenue, and by reducing the number of vacant homes.
